SUNY Transfer Bill of Rights

As a transfer student within SUNY, you should expect a transfer process that is fair, respectful, and centered on your academic and personal success. This document affirms these principles and declares SUNY’s commitment to fostering an equitable environment for all transfer students.

Transparency and Timely Communication

You can expect timely, clear, accurate, and accessible transfer information to support your transfer journey. You’ll receive guidance on how your credits apply to your intended program and your degree requirements in accord with the SUNY Seamless Transfer Policy. You can expect a complete and prompt evaluation of your prior coursework, along with clear updates and notification of any decisions regarding the acceptance of your earned credits.

Fair Credit Evaluation and Maximum Credit Recognition

Your prior coursework and experiences will be fully and fairly evaluated. Eligible credits earned through military service, international study, recognized exams, training, and other approved non-traditional learning will be considered for general education, major, or elective requirements. Campuses will work to avoid duplication of completed coursework and support junior standing for students with a SUNY AA or AS degree. Reverse transfer options are also available to help you complete an associate degree after transferring if you did not complete.

Academic Opportunities and Comprehensive Support

As a SUNY transfer student, you can expect equitable access to the full range of academic and student services available to all SUNY undergraduate students. SUNY is committed to providing the same opportunities for academic success and campus involvement as those offered to students who begin in a baccalaureate program. This includes access to academic advising, housing (when available), health services, disability accommodations, tutoring, and career services.

Advising and Transitional Support 

You will be supported with resources designed to ease your transition and help you thrive. SUNY endeavors to provide you with transfer advising, transitional support, and a supportive student orientation program. Both your sending and receiving SUNY campuses are committed to supporting your academic progress and well-being. You deserve to be welcomed into an inclusive, respectful campus community that values the unique perspectives transfer students bring.

Affordability, Financial Aid, and Cross Registration 

You will benefit from information about financial aid, scholarships, and the full cost of attendance. When appropriate, you may use financial aid from your home campus to enroll in approved courses at other SUNY institutions through the Cross Registration program. SUNY’s commitment to affordability is a central part of supporting your educational goals and your academic and personal success.

Appeals, Feedback, and Accountability 

If any of your transfer credits are not accepted, you will be provided with an explanation, and have access to a transparent, and timely appeals process to review those decisions. We will also value your feedback and remain committed to continuously improving the transfer experience. Your unique voice matters, and your input helps us build a more equitable and supportive transfer process for all students.
